BRIDGING THE GAP HOUSING FOR PERSON’S DEALING WITH MENTAL ILLNESS & SUBSTANCE ABUSE

Region 4 Transitional Housing Voucher Program

The Region 4 Transitional Housing Voucher Program is designed as bridge to the “Housing Choice Voucher Program”, commonly known as Section 8.  The Region 4 Transitional Housing Voucher Program does have options for those with mental illness that for reasons other than income do not qualify for the “Housing Choice Voucher Program”.  This program allows the individual to choose the location that is most supportive and desirable to them.  Our program does follow the federal guidelines for Housing Quality Standards, and will ensure that each residence adheres to these standards.  This program is based on the “Housing First Model”.  This model focuses on maintaining a stable home environment for those who would not be able to live on their own without support.  A key component of this approach is community support.   Priority is given to those individuals in psychiatric residential facilities, dual disorder programs, State Hospitals or at risk of returning to a higher level of care.

The Region 4 Transitional Housing Voucher Program aims at providing adults with serious mental illness & substance abuse affordable housing. This program is for those individuals who without support may not be able to live independently.  The added service of community support gives these individuals the assistance they need to integrate successfully into the community.  

Who Qualifies

Adults with a serious mental illness & substance abuse that meet the income guidelines qualify for the housing program.  Each applicant should have written confirmation of their status with the local housing agency in the area that they would prefer to live.

How to Apply

Applications are available at the Region 4 Behavioral Health System office at 206 Monroe Avenue in Norfolk.  Applications will be accepted through a community support worker, Norfolk Regional Center, Psychiatric Residential facilities and dual disorder programs, in the Region 4 coverage area which includes the counties of Antelope, Boone, Boyd, Brown, Burt, Cedar, Cherry, Colfax, Cuming, Dakota, Dixon, Holt, Keya Paha, Knox, Madison, Nance, Pierce, Platte, Rock, Stanton, Thurston, Wayne.

Benefits for Landlords

  • Tenants have at least one contact persons in case of emergencies including a 24 hour contact number.
  • Most community support workers meet with the tenant weekly most of those visits conducted in the home.
  • Rental assistance payments are paid directly to the landlord.
  • If the tenant qualifies for utility assistance those bills are paid directly by Region
  • Region 4 supports and helps mediate and grievances between the landlord/property owners and the tenant.
