Region 4 Announces Recipients of Second Opioid Settlement Grant
Region 4 is pleased to announce the recipients of our second Opioid Settlement Grant. Following a competitive review process, funding totaling over $500,000 has been awarded to four outstanding projects committed to enhancing services to address substance use disorders and mental health issues throughout Region 4’s 22-county service area.

- Heartland Counseling Services
- The Zone Afterschool Program
- The Well
- The Connection Project
These organizations have demonstrated exceptional dedication to addressing substance use disorders and mental health issues through innovative and efficient methods that will strengthen both treatment and prevention efforts across all 22 counties in Region 4.
Funding Overview
This grant cycle, Region 4 received a robust response to our call for proposals, with 8 applications seeking nearly $1.3 million in funding. The decision process was guided by a rigorous evaluation of each project’s potential to meet urgent community needs, promote efficiency, and introduce innovative solutions in the prevention and treatment of substance use disorders and mental health issues across the Region 4 service area.
The funding, drawn from the opioid settlement’s Exhibit E, is earmarked for several key initiatives:
- Infrastructure Projects: Building and expanding facilities necessary for comprehensive care.
- Housing and Supportive Housing: Providing supportive, recovery-oriented shelter for individuals.
- Improved Access to Treatment: Providing or supporting transportation to treatment or recovery programs.
- Prevention and Education: Expanding youth-focused programs effective in preventing drug misuse.
Our selection criteria focused on projects that could deliver the most immediate and impactful benefits to our communities. The initiatives chosen in this round promise to make significant advances in our ongoing fight against the opioid crisis, improve mental health services, and strengthen treatment and prevention efforts throughout all 22 counties in Region 4.
